Did you have asigned a midi channel in de settings of your cdj400? Maybe you try an other usb port on your laptop or an other cable? maybe it's broke.

here you have an example how to setup your midi in the cdj: http://www.youtube.com/watch?v=dR4fkbb8nhU

The driver you downloaded and installed, was that a Vista driver? Or was there only a XP driver available?
Also dont forget to press the USB key on your player, otherwise it wont show up on your laptop.

Does is make any difference wether you use an USB 1.0 of 2.0 port on your computer?

You need to press the USB button on the CDJ as well so it goes into PC mode. Maybe you forgot to do that?
