I've been using my Rekorbox with a USB Pioneer controler (DDJ RB) and I was wondering if Can I load my Rekordbox backup from my PC to a Pioneer RX3?

Gouda - NLYes you can. Toggle the pulldown in top left corner to 'Export'
Then select tracks/playlist and Export to a USB device.
OR
Connect you computer to the XDJ, then start Rekordbox en use the Link button that appears in lower left corner after 15 seconds with 'Link'.
You can use your collection on the XDJ just as if you do with the RB.
